" ~! C$ ~$ _4 v: H& O
concern (SVHC) should be included on the REACH Candidate List of substances that may require authorisation under REACH.* D  m8 @) i8 P/ F! N
The substances include five forms " R  @$ Y! R$ U, `. ~! V8 L7 v

" _$ a$ r* E* ]3 \of the polyaromatic hydrocarbon anthracene, which is used to make rubber products. All are considered to be persistent, bioaccumulative and toxic. The others - O0 o0 T; q) H% ~! e

2 R0 X0 o( R# ~) g  ^) Tare high temperature coal tar pitch; acrylamide; 2,4-dinitrotoluene; lead chromate molybdate sulphate red; lead sulphochromate yellow; tris(2-chloroethyl)2 }! L8 b0 X+ }2 f) A

# M4 Z& k# D" z8 i+ m/ s& Ophosphate;diisobutyl phthalate; aluminosilicate refractory ceramic fibres; zirconia aluminosilicate refractory fibres and lead chromate. Eight of the ( v+ |. R4 i" e

& a+ ^8 Y2 F3 j- J  rECHA is expected to formally adopt the decision and publish the 15 substances identified as SVHCs on : b( f; y" w7 o7 H8 w6 |2 Q
8 R9 o* L( a( y
the Candidate List in January, bringing the total on the list to 30. This will trigger the right of consumers to ask for information about their inclusion in 0 k: S1 g9 l% A! o7 E
8 F3 e! \6 S& i
products, with a right of reply within 45 days.
  Y2 t1 [* u+ sThe Agency is expected to recommend which of the substances should be prioritised for authorisation, and
9 G% J: k: c- X4 G) o* V% t- G' e7 g
9 w) e2 J$ `- ~6 P, J3 Hthus included in Annex XIV, sometime in the second half of next year.
% C' u" u4 p* U) tThe committee also discussed ECHA's progress in refining its approach to the
- {2 T4 L+ C& S1 i7 g- C% g; L- T$ L6 j
prioritisation of SVHCs for inclusion in Annex XIV. Its approach is based on legal requirements set out in Article 58(3) of REACH, which defines three main

6 t0 Q2 t: k+ {1 vprioritisation criteria – being produced in high volumes; or exhibiting persistent, bioaccumulative and toxic (PBT) properties or very persistent, very . k. L/ J+ Q2 W) g. \. W

) E) o0 T1 Y7 Q* D0 K6 Y, Hbioaccumulative (vPvB) properties; or having wide dispersive use.
- I% ~) S, h8 V) A; E- iAccording to ECHA's guidance on its general approach to prioritisation, issued in June,

; T# k/ I8 f3 l9 u9 Cthe three “are assessed together in a weight of evidence approach in a qualitative, where possible semi-quantitative manner, resulting in an overall
5 y4 ]6 i+ }4 K3 G4 x8 p
4 _6 w. z& ?6 y) Z* tconclusion on the priority of the substance. The number of criteria met and the extent to which the criteria are fulfilled (i.e. the higher the rating of the + H0 x/ y/ @% K6 j8 O

7 r! m6 D4 ?# F6 z* \6 L$ `4 Iintrinsic properties, the more wide dispersive the uses and the higher the volumes not exempted from authorisation) are important factors in deciding whether 8 |7 p4 ~9 j  [1 i# U* S

The committee supported ECHA's proposals but decided there are some small details that can be improved. One example
+ b2 ]& Z* G! X' A
/ F9 P& \4 x. Cwould be to introduce a scoring system for information that is available, such as volume, with a substance's score varying according to its production
7 S' u* Z( m; }0 L
/ q3 d9 d7 X& U1 Y3 ~# Y0 D* b, Hvolume. This would help to make ECHA's decisions more transparent. The Agency's proposals will be re-examined at the committee's next meeting on 27-28

3 c+ w8 a9 e; q  DThe committee also discussed its first draft decision from the Agency on a REACH registrant's testing proposal, and accepted it unanimously. / y% @; K: n! ~0 {. g1 l

Details concerning the substance and registrant involved are confidential. The committee expects to receive further Agency draft decisions relating to # B+ e0 Y3 e0 j( l/ l8 e

dossier compliance checks and testing proposals in the spring.
