The Member States Committee of the European Chemical Agency (ECHA) has unanimously agreed that a further 15 substances of very high
0 F& m2 v. D8 g6 x. v
6 j7 h" t$ h; H1 t: M4 J2 dconcern (SVHC) should be included on the REACH Candidate List of substances that may require authorisation under REACH.
- r' E2 Z. `: s* {! }The substances include five forms
; @% j; R9 I( W# j4 r
; j3 ?7 T9 f7 o, mof the polyaromatic hydrocarbon anthracene, which is used to make rubber products. All are considered to be persistent, bioaccumulative and toxic. The others % w8 P$ _8 D: p" R: [

2 N3 o2 s# B& |' b1 [; H& Mare high temperature coal tar pitch; acrylamide; 2,4-dinitrotoluene; lead chromate molybdate sulphate red; lead sulphochromate yellow; tris(2-chloroethyl)

+ f$ d. U8 K3 f  Q6 D* a5 Hphosphate;diisobutyl phthalate; aluminosilicate refractory ceramic fibres; zirconia aluminosilicate refractory fibres and lead chromate. Eight of the # f. ~$ c9 [" E! |6 t

nominations came from Germany (CW 1 September 2009
6 T' {3 O# F; V6 R0 XECHA is expected to formally adopt the decision and publish the 15 substances identified as SVHCs on
3 m7 X" X$ p3 a( y; i5 I( S$ l+ s) S2 w
the Candidate List in January, bringing the total on the list to 30. This will trigger the right of consumers to ask for information about their inclusion in # E! n. R! J3 Y
3 K; Q; _' h  B. X
products, with a right of reply within 45 days.$ P8 `6 A3 i( J; }. @
The Agency is expected to recommend which of the substances should be prioritised for authorisation, and
4 u% w9 W' E: \) i  J% p( h3 A) h! r# e; x& u3 ~, J
thus included in Annex XIV, sometime in the second half of next year.8 A( D8 v  J7 G2 s) _  j( h% s" c: Y
The committee also discussed ECHA's progress in refining its approach to the . j) A; B& O( i! z9 F0 s

$ B8 |. P$ h5 @% E% t7 ]prioritisation of SVHCs for inclusion in Annex XIV. Its approach is based on legal requirements set out in Article 58(3) of REACH, which defines three main
- y4 I7 t- X! M: O, p' M, O
! f' x8 ~# ]4 V8 o% J" o5 f4 yprioritisation criteria – being produced in high volumes; or exhibiting persistent, bioaccumulative and toxic (PBT) properties or very persistent, very
9 `. {, i0 X$ i3 ~: ^8 U" T6 m+ |5 V- e! H( z
bioaccumulative (vPvB) properties; or having wide dispersive use.
' M0 D3 J2 L1 K# p" t' e0 OAccording to ECHA's guidance on its general approach to prioritisation, issued in June, % }# ]  f# [/ c0 H/ G  u9 F; G
9 T; c" y& q1 f1 ?% ^$ w5 N' i/ b
the three “are assessed together in a weight of evidence approach in a qualitative, where possible semi-quantitative manner, resulting in an overall
" u" O% a* i: W4 S1 c& B1 B
9 y2 x7 `6 @1 s, P  Hconclusion on the priority of the substance. The number of criteria met and the extent to which the criteria are fulfilled (i.e. the higher the rating of the   \* f2 ~6 q6 P2 m

$ g% j, Q% N! x- j! y- k8 Iintrinsic properties, the more wide dispersive the uses and the higher the volumes not exempted from authorisation) are important factors in deciding whether * L/ I0 c4 a3 l* W0 E4 o
& s6 E% p9 L2 u9 S/ K! @
or not to prioritise a substance.”
  M, \: g! t1 C* H) }The committee supported ECHA's proposals but decided there are some small details that can be improved. One example
5 s( H- o7 Y3 u% A7 F  v# z* G+ @+ {2 I$ Q- u
would be to introduce a scoring system for information that is available, such as volume, with a substance's score varying according to its production
- g* n, }7 B6 G- ]. Y. x: W- U! ^( J5 ]/ L+ b. H/ `
volume. This would help to make ECHA's decisions more transparent. The Agency's proposals will be re-examined at the committee's next meeting on 27-28
. J! ~* B6 t, g( y1 ~
; k/ G0 K; O& Y( v+ T* G7 S0 H; ZApril.9 F, [, n. r9 |5 P4 X  B2 @5 V
The committee also discussed its first draft decision from the Agency on a REACH registrant's testing proposal, and accepted it unanimously. * D+ r5 \' n5 E8 ^, v4 }

) k$ [+ f6 L4 a8 r! j# f, Z. x9 \% XDetails concerning the substance and registrant involved are confidential. The committee expects to receive further Agency draft decisions relating to
6 E7 w1 w" t" @( c7 t
. i# e+ u7 A% z/ Z4 t. ]dossier compliance checks and testing proposals in the spring.
